The water service repair project has finally begun and is moving well, we will be continuing up South Liberty Street tomorrow and then Mill Street. Brookside Material’s donated a ton of gravel, well actually 50 TONS OF GRAVEL to fill in all our gravel street parking areas along Church and College Street. We hope to finish hauling that this week and begin picking up leaves beginning Monday October 19. Beggars Night 2020 Goodness knows 2020 has not been a very kind year so far, aside from the illness and worse caused by the virus, I believe it has been particularly hard on our young people. In agreement with that sentiment a group of Mayors and Village managers met with the Licking County Health Department (LCHD) to find a way to safely offer Beggars Night (Trick or Treat). It was agreed that if possible, we would hold the event countywide on Thursday, October 29th from 5:30pm to 7pm. Aligning the event in each community will reduce the comingling of communities, which may lead to an increase of COVID-19 cases. In addition, LCHD recommends:
More on the Water Project Hopefully by the time this letter is received we will have updated some water service connections and have a good feel for how long the project will take and how it will go. We are starting on Church and College Street. I am not sure at this time where we will go from there - the best way to keep informed is to receive email updates. To be added to the list, email me at [email protected]. Be prepared to be without water for a few hours when they get to your house. You will know they are getting close when you see OOPS marking gas lines in your area. I had mentioned in a previous letter that this might be a good time to update the water service line into your home. I have since realized that TLV does not do inside residential work. They could pull in the new water line; however, you would have to have a plumber at your house to make the inside connection. We have a couple local people that have done service replacements in the village. They did good work at a fair price. Robert Stiers 740-817-4343 and Donnie Scott 614-207-9777 Melvin De Vilbiss I was honored last month with a visit from our Village’s founder Alexander Devilbiss “Great, Great, Great Grandson” Melvin De Vilbiss. We had originally planned for Melvin and his father, along with other family members, to be here for our Alexandria Day celebration. However, like so many other events, the Covid made that impossible. The following is Melvin’s excellent notes on the day’s visit: Had a terrific day today! I met some fascinating people in the town my great great great grandfather founded back in 1830 – Alexandria, OH. Of course, my great (x3) grandfather’s name was Alexander Devilbiss. First, I met the town mayor, the Honorable Jim Jasper, who promptly took me to the nearest coffee shop where we would sit outside on the back porch getting acquainted while indulging in a delicious egg and sausage croissant. I gave him a handmade book outlining the “Descendants of Alexander Devilbiss” using my direct lineage through William, Edson, Vern, Don and me. This book included the family tree beginning with Samuel Teuffelbess through Alexander to me. It included the family profile for each individual in the tree, i.e. showing father, mother, spouse, and all children. In the back was a section on George, Alexander’s father and our patriot ancestor, complete with my certification as a Son of the American Revolution (SAR). Also included was the 1880’s photograph of the four surviving brothers, sons of William who was the son of Alexander. These brothers were all sons of Alexandria, Oh – their birthplace. From the coffee shop Jim took me to the old Devilbiss cemetery where last year Barbara Sammons (my 4th cousin once removed – through Lewis, son of William) told them the one remaining piece of headstone from the four that were demolished sometime after 1906 was significant in that two of Williams children were said to have been two of the graves. The writing was undiscernible however. Greg Sturgill, the Alexandria Museum curator, had secured the piece of headstone and would meet up with us later in the day. It was there I introduced them to the “white chalk” method of lightly highlighting the shallow divots. The lettering shown through: “died ** June 1841 aged 12 days”. This would be the marker for one of William’s children born earlier than Lewis, who was born Jan 1845. Sadly, it also leaves sufficient time for yet another lost child before Lewis would be born. The three of us would return to the Alexandria Museum and go over some old paper files, among them were the speech notes from Thomas Dills DeVilbiss at the Centennial celebration in 1930. Greg will provide me a copy. I offered to donate a copy of Thomas Dills book on the DeVilbiss Family as well as the biography of John Wesley DeVilbiss, youngest son of Alexander and the reason we all use the large “V” in our name. Not to be outdone, Greg offered me a copy of the historical book about “Alexandria and St. Albans Township.” I immediately recognized the format and remembered, down to the page number, where I had previously read, but did not have in my possession (until now), the following statement: Thomas D. DeVilbiss of Ft. Wayne, a grandson, visited the burial lot in 1906 and found at that time four well preserved markers, those of Alexander Devilbiss, his wife, and two children of his son William.” There it was, second to last paragraph on page 31. Oh yes, while looking for any other Devilbiss or DeVilbiss in the Maple Grove Cemetery we came across Joey Rhodeback with a wealth of local knowledge – but alas no graves marked so. It was still a very pleasant visit the three of us had together about the history of Alexandria. Kindest Regards, Mel Sincerely, Mayor Jim Jasper [email protected] 740-739-0698

Lastly, I would ask: People handing out candy to do so from their porch weather permitting or turn on a porch light. People trick or treating not to knock on doors if there is not a light on. Mayor, Jim Jasper. Village of Alexandria 740-739-0698 August 4, 2020 |

Alexandria Fundays
Always optimistic we continued planning and hoping to hold our annual street fair, until it became obvious that there was no way to do it safely under the Stay Safe Ohio guidelines. We will now begin hoping and planning, probably against the odds, for a fall event, or hopefully the Santa Brunch. We won’t give up and we will be able to get together again, we just have to stay healthy in the meanwhile.
Thanks, so much to the Fundays committee for all their hard work and continuing to plan for the future!
Alexandria Garden Club
Special thanks to the Alexandria Garden Club for planing those beautiful flowers in the Flower Boxes downtown, as well as carrying water during this unusual hot, dry wether to keep them looking great! They make our village a nicer place to live and I love and appreciate them all!!
Proper Flag Retirement
The United Stages Flag Code, Title 4, Section 8k, states, "When the flag is in such a condition that it is no longer a fitting emblem of display, it should be destroyed in a dignified way, preferably by burning".
To make that easy for us, Howard Kern, a member of The American Legion Post 805, has placed a box at the Alexandria Library, where we can drop off old flags to be properly retired. Thanks so much to Howard and The American Legion Post 805 for providing this valuable service to us for our nation's flag!
Adkins Waste Disposal
With so many people staying at home now due to the pandemic, Adkins has had to add some employees and change some procedures to keep up with waste pickups. The most relevant to us is that, regardless of holidays, our trash pickup day will always be Wednesday, no later than Thursday. They intend to always pick up on Wednesday; however, there could be occasions when they must come back Thursday to finish. They extend a warm thank you for your understanding and for your business.
Water Service Project
We are on the agenda for the July 16 meeting of the Ohio Water Envelopment Authority, for final approval of our water service connection project. Hopefully work on the project will begin the first of August to replace the water connection and meter in front of every house. No one will need to come inside our home, all work will be done in the Village right-of-way. You will want to be prepared to be without water for a few hours when they get to your house. While we will take every precaution to prevent it, there is always the possibility that we might have to shut off a section of the Village water for a repair and then issue a boil alert. I would recommend everyone try to keep a 24-hours supply of drinking water on hand, just in case. As always, check the website or call or email for details or questions.
Sincerely,
Mayor Jim Jasper

FUN DAYS 2020
Fun really hasn’t been the theme for 2020 so far! However, in Alexandria when life gives us lemons, we make lemonade, and this has been a great year for lemonade! Our Fun Days committee has worked hard in the face of a lot of challenges to bring some fun to our summer, while following CDC guidelines to keep us safe and healthy. I think they have done an outstanding job and I know they have put in a lot of time and effort to make it possible. The rest will be up to us, we will need to maintain a safe social distance of at least 6 feet whenever possible or wear face coverings. Below is a tentative schedule of events, the parade for example is not allowed under the current mandates; however there
is talk that the mandates could change in time for Fundays. All of the schedules are subject to change, to stay up-to-date check the Village website, http://www.AlexandriaOh.com or the Alexandria Fundays’ Facebook page often.

Village Water Quality
Each year the Village is required by the EPA to furnish a Water Quality Report. You can read the report in full by going to: https://alexandriaohio.weebly.com/2019-water-quality-report.html or by simply going to the Village website at www.alexandriaoh.org and clicking on the link for the Water Quality Report. The above link, which takes you directly to the report, also appears in two places on your water bills dated June 4, 2020, in the box above the water usage graph on the left side of the page.
Speaking of Village water, I have heard residents express concerns about the chlorine content of our water. I want to let you know that as a water service provider, Granville is required to test their water 7 days a week, 365 days a year, including holidays and weekends, and to document the readings for the EPA. Even though the entire water system is enclosed, and we do not treat the water anyway, Alexandria is also considered to be a water service provider. Therefore we are required to test the water 7 days a week 365 days a year and to document the readings for the EPA, which we do. With that much oversight I feel pretty
confident in the quality of our drinking water.
Water Project
With the Corona Virus taking center stage getting anything accomplished has been a challenge. I am happy to say though that we finally have received a successful bid and at the next council meeting we will be voting to award TLV the contract. I am very grateful that TLV will be doing the work as they have been very good to this Village for a lot of years. This project will differ a little from their repair work as there is money in the project for street repair and landscaping, which we could never afford to pay cost on top of individual repairs.
Council meetings
Currently, we are planning to hold the June 16 th council meeting. However, the Virus is still holding center stage, so we are planning the meeting to be held as teleconference. The details have yet to be worked out, but if you would like the call in info, please send me an email at [email protected] or check the Village website at AlexandriaOh.org. If you are already on the email list, you will receive the details.
Village website
Nearly the day after the internet was invented, former Councilperson Karen Holt created a website for the Village. Karen not only kept that website updated for many years, she also paid the cost for it out of her own pocket most of the time. Karen has passed the website baton on to Museum Board member and PowerSchool software specialist Sarah Chambers. Be sure to check it out as Sarah works to continue “Building on the Past to Prepare for the Future”. Karen, along with Stacy Bash, continues to manage the Celebrate Alexandria & St Albans Twp Facebook page. Thanks to all of you for making our Village a better place to live!
Mosquito Season
We have again contracted with the Licking County Health Department to fog for mosquitoes. It is currently scheduled for Wednesday evenings, with Thursday as a rain date. We will announce any changes as they become available.
Brookside Materials
Again, I can’t emphasize enough how important it is to support local business - it always comes back to us. A very recent example was Mothers’ Day when that huge Maple tree fell across East Main Street onto my mother’s house. Thank goodness, first, that my mother was at my house, and second that ODOT agreed to clear the tree from the road. Our Police Chief Dan Bunting was able to keep the state route closed for 24 hours to allow AEP to make the repairs. I couldn’t imagine how we were going to deal with the huge tree stump that ODOT’s track hoe was barely able to slide out of the roadway. As I watched ODOT
struggle with the massive stump about one o’clock Monday morning, I decided to impose on Brookside Material yet again. I sent General Manager Jerry Bennett an email that I assumed he would see when he got to work in the morning. About 6:30 Monday morning, even before AEP arrived, Jerry and one of his workers arrived with the biggest front loader I have ever seen! They went straight to work on the stump, finding that even their huge machine couldn’t lift it! Not giving up they wrapped chains around it and drug it backwards all the way to their facility! Thanks again to Brookside Materials and everyone that made what could have been a terrible tragedy, just a memory.

Congratulations to the 2020 Northridge Graduating HEROES!!
I am always proud of our graduating seniors but perhaps this year more than ever before. Every student looks forward for 12 long years to their senior year and the well-deserved prom, after prom,
graduation parties and being handed that precious diploma on graduation day. No one could have imagined that literally days before the beginning of senior events a global pandemic would strike.
Schools were closed followed by businesses and a stay at home order. This year’s graduating class had every right to be upset, even angry. Did they go to social media to complain, demonstrate in the
streets, call 6 on your side? No, instead they stayed home, social distanced, washed their hands, covered their coughs and saved lives! Knowing that young people typically survive the virus okay they
chose to forgo the honors and everything they worked hard for to make certain that they didn’t do anything to cause a parent or grandparent a potentially fatal illness. Trade in those caps and
gowns for capes seniors, you deserve them. I see a great future for these students,
I look forward to hearing of great achievements from the 2020 graduates. Well done seniors, I take comfort knowing that our future will be in your good hands.
Speaking of events
While no one knows what is in the future for public gatherings, rest assured that our event organizers are making plans. The Fundays committee is planning for the July event, with a plan B just in case.
Rumor has it the “Village News” folks may dust off the fall Fondue event, with a twist. We are hoping to have some type of Alexandria Day event later in the summer to coincide with a visit from
Alexander’s relatives. However, in the back of our minds is the thought that worst case we will at least be able to have an Alexandria Fundays Fall Festival Fondue Day at the park, with hot dogs!
Tree Trimming
As part of their regular maintenance AEP will have contractors trimming the tress that have grown into the wires. They will be showing up sometime soon to perform the necessary work to keep
our electric, internet, cable and phones working.
Important Notice: 2020 census, no computer? No problem!
It is apparent that most of us are not going to get our census forms; however it is still vital that we complete the 2020 census. Turns out after holding on the phone an hour or so for
a census associate to pick up that it is very easy to do, even without the form. The easiest wayis probably going to be online, simply type in My2020census.gov, when you get to the place
that ask you to enter your 12 digit ID number just click the tab below that says “I do not have an ID number” from there on follow the instructions. We are going to all need to do it online,
or by phone, or in person when a census worker comes to the door. I will put the phone number for the census bureau at the end of this, expect long hold times on the telephone.
Without use of the library we will need to help each other. If you have a friend or relative that wouldn’t mind doing it for you, it will only take them about 5 minutes to do it. All they will
need is your address, the full names of everyone living in your home and their birthdates. If that isn’t an option for you, call me I will be happy to do it for you and print a confirmation for
you from the census bureau. If anyone would like to do it with the census bureau by telephone, use the restroom, fix a snack and call 1-844-330-2020.
Local Business
I feel I can never emphasize enough how important it is to support local business, it always comes back to us. A recent example was the street sweeper that spent several hours cleaning
Main Street and Granville Street. After the recent record rainfall sent Racoon Creek surging through Brookside Material their trucks couldn’t help but track mud out onto State Route 37.
Brookside General Manager Jerry Bennett immediately called a sweeper truck company to come and clean their drive. He then directed the driver to spend the rest of the day cleaning the
streets of the Village! Now 3 weeks later, I had just finished this newsletter when I saw the sweeper truck go past the house! Brookside Material is again paying to have our streets swept!
Man, vs Parking Lot!
I promised a letter or so ago to let you know how Woman got-r- done! putting an end to the never-ending saga of trials, challenges and errors and finally made the parking lot a reality.
I recently stopped at Martin Trucking and spoke with owner Denise Martin about what it might cost (hint, hint) to get some gravel for our lot. She smiled and said, would you like us to
finish it for you? I think she too was tired of hearing about it! A few days later Derek Martin showed up with a huge slinger truck and put two huge loads of crushed limestone on it. He
plans to add another load soon and it will be ready for stripes. Just in time for the rest of our local businesses to reopen. Thanks to Brookside Material and Martin Trucking for giving back
in such a great way! Maybe in a future letter I can get them to share what the cost would have been to the Village if we had to pay for these wonderful donations!
Sincerely, Mayor Jim Jasper

I know you will all be glad when this is over, and we can all get back outside and back to work and specially to get me off the computer! With everything changing daily in response to the pandemic, this seems to be the best way to keep people informed.
About a minute after Jackie dropped the water bills in the mail with the newsletter explaining that the Food Pantry Truck would still be coming to Alexandria, the Food Pantry was forced to remove the Alexandria stop. I called the food pantry and spoke with the Executive Director of the Licking County Food Pantry Chuck Moore. Chuck proved to be the kind and caring person you would expect to hold such a position. He assured me that they didn’t have any choice given the circumstances, and that the minute the crisis is over the truck will resume its Alexandria stop. Furthermore, he explained that our residents can go to the Johnstown Food Pantry located at 140 Pratt Street every Thursday from 10:AM until noon. At the Johnstown Market people can get dry goods in addition to the produce that was on the truck, caned goods and such. In addition, anyone in need with children can get diapers and formula at the Newark location. With so many not working because of the virus I believe this resource will be vital to a lot of us. Signing up is easy, Chuck said the best way to sign up is to give him a call at 740-344-7401. I have attached a flier that better explains some of the services the Food Pantry provides.

When you get to the place that ask you to enter your 12 digit ID number just click the tab below that says “I do not have an ID number” from there on follow the instructions. I did mine earlier today while I kept a census worker on the phone “in case” I had a problem, and it took me 5 minutes. I did my mothers just prior to sending this email to make certain that I could do hers and be sure of the information I am sharing with you. Experienced now, Mom’s only took me 4 minutes. The reason I wanted to be certain that I could do my mothers is to know for sure that I could ask you to help each other.
We are going to all need to do it online or by phone or in person when a census worker comes to the door. I will put the phone number at the end of this. Did I mention I held an hour to get an associate? Without use of the library we will need to help each other; I will put this in the next newsletter as well and anyone that needs help can call me on the phone and I will complete it for you. The most personal information in the questionnaire is the birth dates of everyone living in the home. Most everyone that gets this email will have no problem getting it done, but maybe you have a relative or neighbor that you know does not have a computer you could help. Or be ready for them to call you when the next water bill comes out. If anyone would like to do it by telephone, use the restroom, fix a snack and call 1-844-330-2020.
Thanks to all of you!
